Global Fund seeks feedback from participants in country dialogues and the preparation of funding requests
The Global Fund Secretariat is requesting people who were involved in country dialogues and the development of funding requests for the first window of applications for the 2017-2019 funding cycle to complete a confidential survey about their experiences. The Fund will use the results of the survey to improve the way it works.
There is lesser participation from key populations than from civil society organizations in country and regional dialogues, according to survey conducted by the Eastern Africa National Networks of AIDS Services Organizations on civil society and community perspectives on Global Fund processes.
Majority of PRs Say Grant Negotiation Process Too Complex, Rating System Does Not Accurately Reflect Performance
Two-thirds of the principal recipients (PRs) that responded to an Aidspan survey consider the grant negotiation process to be complex. The same proportion said that the grant rating system is not an accurate measure of performance.
The cancellation of Round 11 by the Global Fund has had a significant impact on programmes to fight AIDS, TB and malaria including, in particular, programmes being implemented by civil society organisations (CSOs). Programme scale-up and even some essential life-saving interventions that were planned by countries were halted.
