The Peru country coordinating mechanism (CCM) has submitted a request for continued funding for Phase 2 of its Round 10 HIV grant. The Global Fund Secretariat and the CCM have completed discussions on the request. Approval by the Board is expected later this month or in January.
This article describes the plans for Phase 2 and the process for developing the request.
Earlier this year, the Global Fund approved 10 re-submitted proposals under the Transitional Funding Mechanism (TFM) with a total value of $82.2 million. The original proposals from these applicants had been rated Category 4 by the Technical Review Panel (TRP), which meant that the proposals were not recommended for funding but that applicants were encouraged to re-submit.
The Global Fund forecasts that $1.9 billion will be available in 2013–2014 for the transition period of the new funding model (NFM). The transition period will run from March 2013 to September 2014. The NFM was formally launched on Thursday, 28 February. The announcement was made in a news release issued by the Global Fund.
In the report to the Board on TFM proposals, the Technical Review Panel (TRP) devoted a large section to lessons learned from its review of the proposals. The Global Fund Board has approved 45 proposals submitted under the Transitional Funding Mechanism (TFM) with a two-year upper ceiling worth $419.8 million. The Board has conditionally approved a further 11 proposals for a two-year upper ceiling worth $91.2 million. The total two-year upper ceiling of approved and conditionally approved proposals is $511 million.
