In the past decade, many initiatives have been developed to strengthen oversight and accountability especially in the health sector. The primary aim has been to strengthen risk management, reduce corruption, increase performance, and achieve better results, through various mechanisms.

This guide serves as an introduction to “watchdogs ”, i.e. the individuals or organisations whose purpose is to keep a watchful eye and hold to account recipients of funds or positions considered public. It bases its examples mostly from the Global Fund - a focus used as a learning tool for watchdogs about the role they play and what value they hold within and beyond the Fund
